James Tsai, Lead Designer for Saints Row 2 says: "In Saints Row 2, we offer players a compelling story and let them set the tone of the game with their character—if you want to create a hardcore gang-banger with matching bra and panties, you can do it in our game. If you want to taunt your opponent by giving him a good old fashioned tea-bagging or ass-slap, we won't stop you."

Some of the new features in Saints Row this time around:
- Customized vehicles
- Playable vehicles include planes, helicopters, motorcycles, boats and cars
- Customized gangs and cribs
- Multiplayer co-op campaign
- Over 40 missions
- A 50% larger Stilwater
